Part of income from tobacco excises proposed to stay in regional budgets

Lawyer of YUST Law Firm Nikita Tolkachev discussed with :Russian Newspaper” the amendments redistributing tax income from tobacco product excises between the federal and regional budgets.
The draft law proposes that 50% of tax income from tobacco excises goes to the production region, currently all of them are counted to the federal budget. According to Rosstat, in 2015 the treasury received 340,3 billion rubles. Under the draft law Russian regions can count on a half of this money, that is, 170,15 billion rubles. In this case additional income from execution of the draft law will go to the most well-off regions of Russia: Moscow and St. Petersburg”, the lawyer believes.
However, the document received skeptical views from the Audit Chamber and the government. “The draft law will lead to decrease in federal budget income and widening of the gap in fiscal capacity of Russian regions. It will be necessary to increase federal budget funds to balance fiscal capacity of regions, which is difficult given the deficit of the federal budget itself”, Nikita Tolkachev explained.
