"It’s bad guys’ time!"

The management of the Federal Notarial Chamber has changed: the head of the Moscow notaries Konstantin Korsik replaced Maria Sazonova as the president. His supporters praised the new head’s skill of lobbying the interests of the notarial corporation among the lawmakers, and his opponents, to the contrary, believed that such lobbyism is against the corporate interests.

Advocate Alexander Bolomatov, Partner of the Law Firm "YUST" believes that the Constitutional Court will not support the notaries, who have contested the new edition of Article 31 of the Basics. He reasons: “I think that the legal provision will remain. The Constitutional Court will not repeal it. I believe that the FNC pursues the goal of representation of the notaries as independent figures. The law’s goal is precisely representation of the notaries and protection of their clients. Therefore, it does not really matter, which chamber the notary is a member of”.

According to him, there is certainly an essential divergence with the goals of federalism. However, Russia is taking a clear course towards a unitarian state, and the notarial system, being as it is an essentially unitarian institution, has been under the joint jurisdiction of the Federation and its units.
