Contract disease

"R-farm" violated the terms of contracts for 8 billion rubles, but was not suspended from bidding.  The Federal Antimonopoly Service (FAS) conducted an unscheduled inspection of the Ministry of Health and identified signs of violation of the law "On Protection of Competition," a person who had information from the Ministry of Health about this check told Vedomosti.  According to the FAS, the Ministry of Health could create one of the largest Russian distributors and manufacturers of medicines - the group of companies "R-Pharm" Alexei Repik - the advantages when buying medicines.

According to the public procurement site, the three contracts executed by R-Pharm terminated by agreement of the Parties.

The partner of the YUST Law firm, Alexander Bolomatov, told to “Vedomosti” that the state procurement process is long and carefully worked out, therefore, the consent of the state customer to terminate this or that contract seems at least strange: "The peaceful way of ending the relationship looks as if the ministry  pandering to the organization, gives her the opportunity to escape responsibility".
