Advocate Maxim Rovinskiy, Head of the Tax and Customs Law Practice and Partner of the Law Firm "YUST", commented for the Russian Business Newspaper on the submission to the State Duma of the draft law “on the grandfather’s reservation”. Pursuant to the draft law, all amendments to the Tax Code of Russia will enter into force seven years after their official publication. The expert said: "Long delays of entry into force of the laws that increase the tax burden do not allow the state to promptly react to the growing needs of the budget ".
The adoption of the document may indirectly aggravate the taxpayers’ situation, because the tax authorities will take the reserve way to increase the budget income. According to M.Rovinskiy, the only “reserve” in this case will be improvement of the tax administration.
