Public and private partnership in action

The conference “Public and private partnership in action: stories of success, hindrances, perspectives” was organized by the government of Kaluzhskaya region and the Public Chamber of the Russian Federation and successfully held in Kaluga on June 18.

Deputy secretary of the Public Chamber Vladislav Grib stated: “We had a meeting of the Public Chamber recently, where we discussed the development of the regions. And Kaluzhskaya Region was frequently mentioned. Of course, no oil, gas, gold or diamonds have been discovered there yet, but the Region exploits its opportunities actively and to the maximum”.

Nikolay Liubimov, Deputy Governor of Kaluzhskaya Region - Head of the Governor’s Administration said: “In Kaluzhskaya Region, public and private partnership has already ceased to be a theory and became a practice. We even have experience of concessions on architectural monuments. I believe that PPP will make new achievements possible, will move the economy forward. And economy is a locomotive, which will pull the social sphere as well”.

The experts believe that nowadays public and private partnership is seen as one of the most important instruments of achieving progressive economic development, being as it is the most promising mechanism of attracting investments to the infrastructure objects. PPP in Russia is in its initial stages. The participants of the discussion noted that concrete quality results may only be reached, if there is a balanced policy of development of PPP.

Vladislav Grib concluded: “According to the results of the discussion, we will prepare recommendations for the Government of the Russian Federation, large ministries and institutions”.

Advocate Alexey Popov, Partner of the Law Firm "YUST", represented the Firm at the event. He supported the opinion of the necessity to develop PPP in Russia and, in particular, to form a norm-creating base, which would adequately respond to the challenges of the period.
