Shop demolition will not affect Russia’s place in Doing Business rating The World Bank will not be able to take into account the incident concerning mass demolition of trade pavilions and kiosks in Moscow in its Doing Business 2017 rating, as its authors do not have such indicators. For the same reason, the sanctions imposed on Russia or the recent changes to legislation that allow not to recognize decisions of international courts, have no or little effect.

According to Alexander Bolomatov, partner of YUST Law Firm, which cooperates with the World Bank and participates in the preparation of the rating, similar occasional breaches of businessmen’s rights occur worldwide and, despite the hype, cannot be used for preparing the rating. “For example, the recent incident in Britain with Michael Friedman, who bought an oil-gas field, but the authorities did not allow him to start extraction, referring to the sanctions. This case did not affect Britain’s rating. The case is that Doing Business assesses the general economic situation in the country based on identical criteria for everyone, and it is impossible to introduce such measure as demolition of trade pavilions”, Alexander Bolomatov told Izvestiya newspaper.
