The Chamber of Accounts accounted for an excess

The Chamber of Accounts has discovered violations that occurred during the preparation of the reservoir and the tail water of the Bureyskaya hydro plant in the Amurskaya Region owned by Rushydro. The sum of the violations amounted to 547 million roubles, according to the Chamber. Construction of objects not included in the project of preparation of the reservoir, which was developed by the Lenhydroproject institute in 2005, was financed with those funds. The Chamber of Accounts conducted a routine check of application of the funds allocated to the elaboration of the federal task program “Economic and social development of the Far East and Transbaikal until 2013” in the Amurskaya Region.

The Bureyskaya hydro plant entered into service in 2003, and the final hydraulic unit was put into operation in 2007, and the plant reached the project output in 2009. The total amount of funds allocated to the construction of the plant under the program could not be discovered. Representatives of Rushydro point out that the works, in the course of which violations were discovered, were conducted by the Direction of preparation of the reservoir of the Bureyskaya hydro plant, an organization within the jurisdiction of the Ministry of Regions. They state: “Rushydro only constructed the dam. The river and the reservoir belong to the State”.

According to the results of the check, the Board of the Chamber of Accounts sent a representation to the governor of the Amurskaya Region, a request to the Prosecutor General’s Office and letters to the Ministry of Regions and the Ministry of development of the Far East. The Ministry of Regions and Lenhydroproject gave no response. A representative of the Chamber of Accounts did not comment. According to Advocate Arthur Rokhlin, Partner of the Law Firm "YUST", the misapplication of funds may cause disciplinary of administrative liability, and if a crime is discovered – criminal liability, for the responsible company.
