The FSS suggests closing the access to the information on the owners of immovable property Alexander Bolomatov, Partner of the Law Firm "YUST", shared with the Vedomosti newspaper his view on the FSS’s suggestion to limit the access to the information on the owners of immovable property contained in the Unified State Register of Titles to Immovable Property and Transactions with It. Thus the FSS suggests protecting the personal data, which currently may be given upon anyone’s request. The FSS points out in its explanatory note that the information on the title holders may be used for criminal or compromising purposes. Besides, the accessibility of such data has a negative effect on the application of public security measures. Alexander Bolomatov does not agree with this view. According to him, the current architecture of protection of rights in the civil procedure is based on the openness of the register; thus, the draft law may change the system of judicial protection. And the limitations on the access to the information will lead to bribery in the market.
