The State Duma adopted a set of amendments aimed at liberalization of the provisions on business activity of the Criminal Code of Russia in the second and third reading. The amendments followed the results of the Kremlin working group for interaction between power ministries and businesses. The authors of the draft law increased the amount of damage that constitutes a ground for initiating a criminal case on economic crimes. It is also proposed to raise the threshold of damage for initiation of a criminal case under article 194 of the Criminal Code ("Non-payment of customs duties charged from an organization or individuals"). The bar for tax crimes is raised from 1,8 to 2,7 milllion rubles.

Partner of YUST Law Firm Alexander Bolomatov gave his commentary to Lenta.ru portal on changes in draft law aimed at liberalization of Criminal Code provisions on business activity: "All of this can certainly be regarded as liberalization for businessmen. At the same time, in terms of amounts the objective inflation factor should be taken into account".
