"Bankruptcy is far from being a free procedure,” noted Vasiliy Raudin. "It includes the expenses of the arbitration managers, the legal publications in the mass media, and the services of lawyers." Therefore, currently, people who do not have enough money cannot take advantage of the Bankruptcy Law, although they are 10-15 times more numerous than those who used the current law.
