The pitfalls of extrajudicial sale of pledged property

The pledgees deposited much hope in the federal Law No. 405-FZ “On making changes to separate legal acts of the Russian Federation in the part of improvement of the procedure of charging the pledged property” dated 06.12.2011 (hereinafter – the Law No. 405-FZ). Was that hope justified? Have the amendments created conditions for efficient use of the pledge as security for obligations? At which moment does the right to sell the pledged property extrajudicially arise?
