Lease or redemption of land by the river

Why is it forbidden to rent or buy land in the area of 500 meters from the river? This question from IA "RIA Novosti-Russia Today " was answered by Lawyer of the YUST Law Firm Lucina Dou-Guan-Khun: 

Zones of sanitary protection have been established for water objects used for the purposes of drinking and domestic water supply in accordance with the legislation on the sanitary and epidemiological welfare of the population. 

Under the art. 43 of the Water Code of the Russian Federation in zones of sanitary protection of sources of drinking water supply the activity and allocating of the territory for housing construction, construction of industrial objects and objects of agricultural purpose are prohibited or limited in the cases and in the manner prescribed by sanitary rules and regulations in accordance with the legislation on the sanitary and epidemiological welfare of the population.
The lateral borders of the second belt of the sanitary protection zone from edge water at summer-autumn drought shall be located at a distance of not less than 500 meters at a flat relief of terrain, at mountainous relief of terrain-to the top of the first slope, converted into Side of the source of water supply, but not less than 750 meters at a gentle slope and not less than 1000 meters at steep. These provisions are established by the sanitary rules and norms of Sanpin No 2.1.4.1110-02, approved by the decision of the Chief State Sanitary Doctor of the Russian Federation dated 14.03.2002 № 10 "On the introduction of the sanitary rules and regulations" the sanitary protection zone Sources of drinking water supply. Sanpin No 2.1.4.1110-02".
In accordance with the paragraph 3.3.3.2 of these rules and regulations, it is prohibited to locate of camps and grazing, as well in any other manner use water and land, forest lands within the coastal strip width of not less than 500 meters, which can lead to the deterioration in the quality of, or reduction of water from the water supply.
According to the article 27, paragraph 2, of the Land Code of the Russian Federation the land plots, assigned to the lands in the limited circulation, are not granted to private property, except in the cases established by the federal laws. In accordance with the article 27, paragraph 5, subparagraph14 of the Land Code of the Russian Federation the state or municipal land has a limited circulation in the first and second belts of the sanitary protection zones of water bodies used for the purposes of drinking and domestic water supply.
Thus, the administration has denied the ownership of the land plot located in the second belt of the Sanitary protection zone on a legal basis.
