Oboronenergosbyt has poor discipline

The sole electric energy supplier for the Ministry of Defense, Oboronenergosbyt (OES), which actively repaid its debt in the energy market at the beginning of the year, started increasing its non-payments again since July. Participants of the market in this case practically lack mechanisms of influencing the non-cutoff military bases. The increase in non-payments of Oboronenergosbyt may be connected with cuts in the budget funding of the Ministry of Defense: the fact the funds allocated for energy resources might be insufficient was discussed in the branch already at the end of 2015. As of June 30, OES had the largest debts to Mosenergosbyt, Inter RAO, Krasnodar Region Independent Energy Supply Company and Atomenergosbyt under Rosatom. The company’s total debt to last resort suppliers exceeded RUB 2,3 billion. Atomenergosbyt already limited energy supply for a number of facilities of the Ministy of Defense in Murmansk because of the debt in the amount of RUB 476 million.
OES confirmed its debt to Atomenergosbyt, explaining that “negotiations on improvement of the existing situation are in progress”. The Ministry of Defense gave no comments. It is difficult to pressure the debtor by turning off electric energy: the facilities of the Ministry of Defense are “non-cutoff”. As attorney of YUST Law Firm Ekaterina Yakovleva mentioned to Kommersant newspaper, only partial limitation of the consumption regime is allowed for non-cutoff facilities (among which are military bases of the Ministry of Defense).
Measures for normalizing calculations in the energy market have been discussed for a long time, a law on reinforcement of payment discipline has been effective since the beginning of 2016, by September 1 Rosseti, Market Council Association and participants of the branch must present their proposals on amendments aimed at increasing payment discipline.
