The upper limit of some administrative penalties is to increase

The Legislative Assembly of St. Petersburg sent to the State Duma a draft law (No. 349679-7), which provides for the introduction of amendments to Art. 3.5 of the Administrative Code of the Russian Federation. It is proposed to increase the maximum possible penalty for committing administrative offenses provided for by the laws of the constituent entities of the Russian Federation and entrust the constituent entities of the Russian Federation with the right to establish in administrative laws an administrative fine for citizens in the amount not exceeding 30,000 rubles, and for officials 70,000 rubles.

As it is specified in the explanatory note, laws of subjects of the Russian Federation often establish administrative responsibility in the form of the administrative penalty for Commission of the acts having the increased public danger. According to the authors of the initiative, established at the moment a fine not exceeding 5 thousand rubles for individuals and 50 thousand rubles for officials, not to the gravity and public danger of the acts, not fulfilling the role of a reasonable deterrent, but also do not assists in the prevention of committing new offenses.

The partner of the Law firm "YUST" Alexander Bolomatov said "Novaya Advokatskaya Gazeta", that the majority of subjects of the Russian Federation will support the proposal, as it will slightly, but to increase the budget revenues of constituent entities of the Russian Federation: "I Believe that the Federal authorities the bill will find support." From the point of view of the consequences of the bill Alexander Bolomatov stressed the possible emergence of the problem of a significant difference in the size of administrative penalties in different regions of the Russian Federation, to the greatest extent in large cities: Moscow and St. Petersburg, as well as the adjacent territories of different regions of the Russian Federation.
