Artur Rochlin, a Partner at the Law Firm “YUST”, has acted as Moderator at the Antimonopoly Regulations in Russia Conference, arranged by Vedomosti Newspaper.

The first annual conference Antimonopoly Regulations in Russia arranged by Vedomosti newspaper was held in the Ritz-Carlton Hotel, Moscow, on 29 October, 2009. Non-commercial Partnership “Sodeystviye Razvitiyu Konkurentsii” (furthering competition development) was a General Partner of the conference.

Four sessions of the conference were dealing with the peculiarities of antimonopoly policies at present, 2009 highlights in antimonopoly regulations, responsibilities for the infringement of antimonopoly legislation and the review of court practice on antitrust matters.

I. Yu. Artemiev, Head of the Federal Antimonopoly Service (FAS) of the Russian Federation (RF), addressed the participants of the conference with an opening speech.

A number of leading officers at the Federal Antimonopoly Service, A. G. Tsyganov, Deputy Head of the Federal Antimonopoly Service, Ye. V. Usenko, assistant to the Head, A. Yu. Kinev, Head of Department for combating Cartels, S.A. Puzyrevsky, Head of Legal Department, took the floor during the conference.

Artur Rochlin, a Partner at the Law Firm “YUST”, acted as Moderator at the fourth session of the conference, where the court practice in antitrust matters was discussed.

The fourth session of the conference addressed topical issues of litigation, to which the Federal Antimonopoly Service was a party, topical law enforcement practices regarding antimonopoly legislation by the Supreme Arbitration Court of the Russian Federation, issues related to the contesting of transactions made with the violation of antimonopoly legislation, and other issues.

The conference was attended by Artem Kukin, a Partner at the Law Firm “YUST”, and Alexander Bolomatov, an Associated Partner at the Law Firm “YUST”.
