The Federal Law No. 69-FZ “On amendments to certain legal acts of the Russian Federation” dated 21.04.2011 (hereinafter – the Law) entered into force in April of 2011. Pursuant to the Law, certain traffic rule infringements committed in Moscow and Saint Petersburg incur higher fines than similar offences committed in other regions of the country. For example, if a driver breaches the parking rule in Moscow, he’ll have to pay 1000 roubles more than for the similar offence committed in Ulianovsk Region.
